Scouting America’s Commitment to Safety
Section titled “Scouting America’s Commitment to Safety”The safety of youth, volunteers, staff, and employees is a crucial part of the Scouting experience. Youth develop traits of citizenship, character, fitness, and leadership during age-appropriate events when challenged to move beyond their normal comfort level — appropriate only when risks are identified and mitigated.
Key safety commitments for leaders:
- Know and execute the Scouting program as contained in BSA publications
- Plan tours, activities, and events with vigilance using the tools provided
- Set the example for safe behavior and equipment use during program
- Engage and educate all participants in discussions about hazards and risks
- Stay up to date with online and offline risks to children
- Report incidents in a timely manner
Scouter Code of Conduct

- Complete registration with Scouting America, answering all questions truthfully
- Live up to the Scout Oath and Scout Law, obey all laws, and hold others in Scouting accountable
- Make the protection of youth a personal priority — complete and remain current with YPT
- Follow BSA’s Youth Protection policies including mandatory reporting
- Use technology and social media appropriately
- Not use Scouting for personal gain
- Report violations of the Scouter Code of Conduct
